I have another suggestion for a good Free hosting company. and that will be a new company called Holo Hosting
They provide really amazing Minecraft servers. and this was the first free hosting company i saw with a good performance! Server took around 2-3 minutes to start. and the CPU is pretty normal. the cpu is always at 10-20% which is amazing. and they offer Unlimited Storage. I personally am using this as a test server where i test plugins before adding it to my main server. 
But they also need a better system to order servers. that will make it more flexible. maybe they need something like WHMCS or BoxBilling.
